About Us

Background

Situated between China in the north and India in the south, Nepal is predominantly a mountainous country with a population of around 23 Million. Geographical impediments characterized by difficult terrain aggravated by persistent problems in political as well as social arena have been presenting formidable developmental challenges for several years now.

The key strategic orientation of decades of planned development initiatives of Nepal Government has revolved around the central theme of poverty reduction. A signatory to Millennium Development Goals (MDGs), the government of Nepal remains committed to socio-economic upliftment of its citizens, within a broad framework of a political dispensation that is based on human rights, democracy and pluralism. Increasingly pronounced emphasis on the role of good governance marked by equity, transparency, accountability and efficiency as well as decentralization and economic liberalization constitute broader strategic framework. Under this framework Nepal has formulated its responses vis-A? -vis formidable development challenges the country is facing on a sustained basis.

The government of Nepal strongly believes that its efforts in macro-economic and governance reform arena stand to benefit immensely from proper harnessing of recent advances in the technological domain notably, Information and Communication Technologies (ICTs). The fact remains however that the technologies on their own devoid of enabling institutional, policy, and regulatory environment will fall short of producing intended developmental outcomes. This clearly defines the context within which National IT Policy and Strategy of Nepal Government was announced in the year 2000. These policy provisions lay down a comprehensive framework for the development of IT sector in the country. Among others, the policy envisages the creation of a number of high level institutional entities to provide a direction and leadership for the development of ICT sector in the country.

Introduction

The National Information Technology Center (NITC) was established in the year 2002 in line with IT Policy 2000 under the then Ministry of Science and Technology (MOST).  NITC has the main objective to build knowledge based society by supporting knowledge based institutions and industries as well as promote and develop Information Technology (IT) by making it accessible to the general public. Executive director of NITC has the primary responsibility to implement or get implemented the policy and the plan on information science and information technology, monitor and supervise the same and regulate the activities carried out by the private sector.

Objectives of the Institute

  • To build the knowledge-based society by supporting to establish knowledge based institutions and industries.

  • To promote and develop information Technology, making it accessible to the general public and increasing meaningful employment

Following are the main functions entrusted to NITC

  • Render Assistance in all kinds of computer related services of Nepal Government.

  • Render assistance in designing, updating and operating websites of all the agencies of Nepal Government.

  • Serve as data depository by collecting all types of data at the national level.

  • Act as data bank of Information and assist in computerization of records in government offices and in developing and expanding contents.

  • Act as a regulator for the healthy development of Information Technology

  • Arrange Coding and Standardization methodology required to bring about uniformity in all aspect of Information Technology with through implementation and monitoring of the same.

  • Implementing governments 10th Plan where rural tele centers will be developed and expanded to ensure VDC's access to IT

Duties and Responsibilities of Executive Director of National Information Technology Center

  • Implement ICT annual plans and programs approved by Board of Directors

  • Prepare and submit long-term and short-term ICT plan, annual program and budget to board.

  • Prepare and submit periodic report on the plan and programs operated by the center to the board.

  • Implement board decision, supervise and regulate employees of the center.

  • Work as Chief administrator of the center and operate daily business of the center as per the policy under own direction and control

  • All other necessary duties and functions under the act and rules and regulations of the center and decisions of the board.
