Information and Communication Technologies (ICT) have become key tools and had a revolutionary impact of how we see the world and how we live. This phenomenon has given birth to the contemporary e-commerce, e-government, e-medicine and e-education. e-Government is about using the tools and systems made possible by Information and Communication Technologies (ICTs) to provide better public services to citizens and businesses. ICTs are already widely used by Government bodies, just as in enterprises, but e-Government involves much more than just the tools. Effective e-Government also involves rethinking organizations and processes, and changing behavior so that public services are delivered more efficiently to the people who need to use them. Implemented well, e-Government enables all citizens, enterprises and organizations to carry out their business with government more easily, more quickly and at lower cost. National Information Technology Center (NITC) is the main implementing body of e-Government in Nepal. So to implement the e-Government in Nepal, first of all Human Resources must be developed in the field of ICT. Without providing ICT Training or specially Basic Computer Training to employees of Nepal Government it is difficult to imagine implementing e-Government in Nepal.
